The picture is entered as "Lick it" by Dragan and Alder.
For all non germans, Dragan and Alder are a german comedy duo, so this was obviously a joke. That this name was chosen may be a hint that the initiator of the joke is german aswell.

I'm agree and he's one of the few artist to work in 640x512 whereas most of graphist prefer lowres 320x256

I've seen this in a comic book but I cant' remember the name.

The animation for this was mindblowing in its day. Must've taken a lot of work and the way the palette changes too must've taken some real smart thinking.
