I recall this is Amiga ECS picture most probably (32 or even 16 colours). Saved here as JPEG? Pure madness... Awesome dithering job, I've seen steps.

Yes, unfortunately there a lot of 8bit graphics in jpegs because of mirroring all old graphics archives, where JPEG was used for storing pictures. As we can see now it was a big mistake

This is noise dithering AFAICT, sometimes this dithering style could be confused with scanner artifacts.
Although I don't have the PNG/IFF to confirm, judging by how color quantization/reduction affects this jpeg, it should be 32 colors.
