Considering the long color ramp of monochromish brown, it looks like a 24bitsto8bits illustration with quick color quantization. Not mentioning the quite non-existent anti-aliasing.
Without extra infos on how this pic have been made. This may be harsh but this is all I see.

She didn't do it on an oldskool platform, nor in MSPaint. Don't remember what program she used, but it was nothing fancy, just a program that let you choose a custom palette. And she did pixel it herself, no 24bits to 8bits here
